Climate change in one of the greatest environmental, social and economic threats facing the planet. While the natural greenhouse effect is essential to life, a problem arises because human activity causes the release of additional greenhouse gases.
An increase in greenhouse gas concentration leads to a rise in the greenhouse effect. Carbon dioxide accounts for 55% of the greenhouse effect; CFCs account for 17%; methane for 15% and nitrous oxide for 5%. Higher concentrations are not natural at all.
Fossil fuels, which we burn to provide power and transport are a particular culprit releasing into the atmosphere gases, such as carbon dioxide (CO.,), which warm the Earths surface. During the 20th century the Earths average surface temperature rose by around 0.6"C.
Rising temperatures mean rising sea levels as polar ice caps melt. A rise in the Earths average temperature of only one or two degrees would probably melt large expenses of ice in the Arctic and the Antarctic. Many heavily populated regions, such as Bangladesh, the Nile- delta, the Netherlands and Indonesia, would be permanently flooded. Some islands, such as Maldives in the Pacific, might disappear completely.
Climate change makes the weather more unstable, bringing more storms and droughts. Most climate models show3 that in such regions - northern Scandinavia, Siberia, Canada, for example _ more rain would fall. But in todays great mid-continent breadbasket regions, warming would lead to the drying of soil in summer. Some species, unable to cope with the pace of change, will become extinct.
No one nation can solve these problems on its own. because averse environmental trends spill over all national boundaries.

In 1997, a document was adopted in the Japanese city of Kyoto, which came to be known as the Kyoto Protocol. It reflected the desire of states, aware of the global threat of climate warming, to reduce the amount of greenhouse gases in the atmosphere. The Protocol sets countries individual emission targets.
The Kyoto Protocol is the first international document to use a market mechanism in addressing global environmental problems. Its international cooperation tools are based on the premise that climatic effects do not depend on the place of greenhouse gas emission while greenhouse gases in existing concentrations are not harmful to human health.
