Subject: CALL FOR NOMINATIONS: "BETWEEN THE LINES: THE WRITING EXPERIENCE," INTERNATIONAL WRITING PROGRAM FOR YOUNG RUSSIAN-SPEAKING WRITERS AT THE UNIVERSITY OF IOWA

 

1. (U) Summary: The Bureau of Educational and Cultural Affairs, Cultural Programs Division (ECA/PE/C/CU), will partner with the International Writing Program (IWP) at the University of Iowa on "Between the Lines: The Writing Experience,”(BTL) now in its third year. This two-week cultural exchange program is designed for young writers from Russia, Arabic-speaking countries in the Middle East and North Africa, and the USA.  Posts intending to nominate participants are asked to submit full applications for their nominees by March 1, 2014 for the summer 2014 program.  Specific application instructions begin in paragraph five.  End summary.

2. (U) ECA/PE/C/CU and IWP will partner to implement a workshop series at the University of Iowa from June 21 – July 5, 2014 for 10 writers ages 16-19 from Russia, 12 young writers from Arabic-speaking countries, and 12 American young writers.  These students will be immersed in the premier creative writing culture of the United States as part of an exchange that will broaden and sharpen their writing skills and build bridges among Russian, American and Arabic-Speaking young, creative leaders.  The workshops will be conducted in English, Russian, and Arabic.  The program is designed to further written communication and multi-national collaboration skills among emerging young leaders and to maximize their impact as young literary voices in their own communities.  The program will also include seminars on literary topics, cultural visits, and other local events.  At the culmination of the on-site program, the students’ writings (in English, Russian, and Arabic) will be collected into a printed booklet to be used for educational purposes.

 

3. (U) The BTL program will also include an opportunity for a writing teacher from Russia to accompany the students as a chaperone.  A substantive educational program created by the IWP will enable the chaperone to further his/her teaching skills during his/her time in the United States.

 

4. (U) ECA grant funds will cover the costs for this cultural and creative exchange, including international travel, per diem, and other costs associated with the students’/chaperone’s stay in the United States.  Some funds may be available for local costs associated with participants’ travel for the visa interview process.  Recognizing the time-sensitive nature of visa issuance, ECA/PE/C/CU is now seeking nominations from interested posts.

 

Posts whose candidates are selected will be asked to assist IWP in coordinating travel and program arrangements, including such aspects as suggesting flight itineraries, coordinating visa interviews, and helping to brief participants.

6. (U) Each nominee should compile all application materials and email them directly to University of Iowa BTL Program Coordinator, Kelly Morse, at kelly-morse@uiowa.edu.  Each nomination and supporting documentation should be sent in a single email with the subject “BTL 2013 [student/chaperone] nomination from [US Consulate General in St. Petersburg ]: [name of nominee]”.  Additionally, nominee will need to include the following information in the body of the email:

a) Nominee's full name (as it appears on his/her passport),

b) City and country of birth (as it appears on his/her passport)

c) Country of residency

d) Country of citizenship

e) Nominee’s date of birth

f) Nominee’s email address.

 

The writing samples, writing prompt response, and statement of purpose should all be attached to the email.  See paragraph seven for details.

 

Embassy staff do not have to select nominees; The Russian and US instructors, along with the IWP faculty, will read all applications and choose the most appropriate candidates.

Participant Qualification

7. (U) Requirements for Students:  The program is designed for talented young writers who show promise to become future literary figures in Russia between the ages of 16-19 as of July 13, 2014 who are proficient in Russian and English (reading, writing, and speaking).  IWP and ECA will select five male and five female students for this year’s program.  All nominees must supply the following:

 

a) A writing sample of 6-8 pages of prose and/or poetry in Russian

b) A writing sample of 6-8 pages of prose and/or poetry in English

c) A brief one-paragraph statement of purpose in English describing why writing is important to their life, and what they hope to learn at BTL

d)  A writing sample of 2-5 pages of prose and/or poetry in either language in response to one of the following writing prompts:

         One day, you (or your main character) sit down at your kitchen table only to find that there is someone already there. Who is sitting across from you? Why are they there?  Write a short story or poem.

         Write a story or poem inspired by the following statement: “Searching for love is good, but finding love when you weren’t looking for it is better.”

 

All writing samples must be sent in 12-point font and have one-inch margins all around.  The final selection of participants will be determined by ECA and IWP.  In addition to the ten students selected, four students will be chosen as alternates.

 

8. (U) In nominating students, posts are asked to be mindful of the male/female composition of the student body and ensure that both genders are represented.  

 

9. Each nominee must submit a resume/CV and a brief statement of purpose (both in English) describing his or her goals for the program and how his or her participation would benefit the program.  The resume/CV and statement of purpose may also be sent along with the emailed application.  Note:  If additional chaperones are needed for travel, IWP will make suitable arrangements.  Once in the United States, additional chaperones will be made available through the University of Iowa’s existing summer programs.

 

10. (U) Language Skills.  BTL is a bilingual program.  It is imperative that students and the chaperone have the ability to read, write, and converse in English and Russian.  During the two-week BTL program, students will take a writing-focused literature seminar, in English, with their American and Arabic-speaking peers.  They will also participate in a writing workshop with BTL faculty.  There will be three workshops that will be held simultaneously: one in Russian, one in Arabic, and one in English. Students will be placed into the appropriate workshop based on their primary language. The chaperone will enroll in a week-long creative writing pedagogy course in English. Posts are asked to ensure that applicants have the appropriate levels of English and Russian to benefit fully from this experience.

 

11. (U) All BTL participants must be comfortable with cross-cultural dynamics and interested in close interaction with other American, Russian, and Arabic-speaking writers.  IWP will gladly work with posts to assist in the nomination process.

12. (U) Participants will be required to travel to Iowa on J-1 visas. Posts will be responsible for obtaining documentation for the processing the DS-2019s and the J-1 visa applications, including copies of the passport bio page. ECA will process the DS-2019 forms, and send them to posts via FedEx or DHL.
