ENVIRONMENTAL PROTECTION IN UKRAINE
The state environmental regulation is a system of active legal, administrative and economic measures and instruments which are used for prevention, limitation or elimination of emissions of pollutant emissions into the natural environment.
The role of state’s system regulation methods of environmental protection is very inefficient, and it is necessary to search for new mutually acceptable forms of state and market regulation. Nowadays, in order to provide the necessary financial resources, in addition to government grants, it is necessary to involve so-called market factors (ecological insurance, regional quality control system of the environment, etc.). To create a new framework for environment protection it is also necessary to study the world experience of modern environmental protection management. At the initial stages of development the environmental management ignored. It was necessary to settle the contradictions between constantly growing production and environmental problems. In conditions of market transformations, the modern economy, which is characterized by large-scale structural changes, is forced to intensively search for new ways of regulation mutual influence of economic activity and the environment. The necessity of state participation in solving environmental problems is conditioned by the fact that they cannot be no longer “removed” within a single country.
The most important factor of state and market forms of regulation symbiosis is the development of such tools which include taxes, payments, financial aids, and credits on the emission limitation (or the necessity to buy air emission permits), quotas, overriding criterion of emissions polluting level for specific pollutants.
At present crucial stage, the rational and environmentally balanced use of natural resources in Ukraine can be reached only under the conditions of coherent phase-by-phase implementation of environmental directions strategy. The following principles should be laid to the basis of the above mentioned strategy, they are:
