The unique, multinational culture of Kazan displays itself in us full glory. At such major spectacles, when the entire Kazan stadium becomes a stage, it becomes very clear that the main wealth of Kazan is its citizens. The variety of cultures displayed during the celebration is enormous, and reminds one of the amazement of Catherine the Great on her first visit to Kazan. Each ethnic group has its own opportunity to manifest the beauty and richness of its national culture: Tatar, Russian, Jewish. Chuvash, Man, Udmurt and others. Such harmony of interethnic relations faced its greatest threat in the early 1990s, at the point when Tatarsum, on behalf ol all its peoples oi various ethnicity, accepted the Declaration of National Sovereignty, and the charmed Kazan became the capir.il of the sovereign presidential republic.

The declaration oi independence seems to have stood the test of time, as the republic has avoided the deep inter-national friction and discord, which even now rage in other parts of the former Soviet Union. As we known, in 1992 the idea oi sovereignty ot Tatarstan was once more upheld in the result ol л referendum, in which 6Ы per cent of the voters supported sovereignty, but, in 1990, и still had л long wav to go to achieve an overall internal consensus from all levels of the multiethnic population. Upon the approval of the Declaration oi Sovereignly the Tatarstan Parliament, of which Mimimer Shainnev was chairman at the lime, he said from the podium:

Bv making this imponaiit historical step in the life of the multiethnic people of T.naisun. we have undertaken a responsibility, the like of which has never been undertaken in the history of our republic. If what we did today is a proof oi maturity, we also have ю become wise straight away and use our proclaimed self-dependence to improve the spiritual and material standards of life of the population. I-trst and foremost, we have to strengthen, through it, the friendship of peoples, which through the centuries evolved on our land. This is the true price ol sovereignty.

When saving this, the future President of 1 atarstan knew only too well, under what kind ot circumstances the republic would have to deal with its nationalities issue. The leadership of the republic faced the difficult task of assuring all us peoples that their rights would not be infringed in the sovereign country ol the Tatars. The negative federal attitude towards the Tatar and Muslim issues was, at the beginning of this process, overwhelming and, oi course, lias taken its toll on the attitudes of some groups within Tatarstan. Such a negative attitude, in turn, kindled nationalistic feelings among the Tatars, and the interethnic clash seemed to be inevitable. Tension was especially high in Kazan itself, and ethnic divisions were growing rapid!)'.

For all the interethnic stability, which has been achieved by Tatarstan,

requires the continued attention of the President. Although minority ethnic groups in Tai.irstan are not numenvus, they have ample opportunities to live their own way oi life and worship in their own way. Even during the Soviet era. the Tatar state publishing house primed books in several ethnic languages, besides Tatar and Russian. 1 he republic also published several ethnic newspapers. Today, this policy is continued, albeit under the stress of economic hardship which, however, did not prevent the reconstruction of the Russian Orthodox Church of the Annunciation in the Kazan Kremlin.
