74. What is the British Commonwealth of Nations? What policy does it encourage?

The Commonwealth of Nations, normally referred to as the Commonwealth and formerly known as the British Commonwealth, is an intergovernmental organization of 54 independent member states. All members except Mozambique and Rwanda were part of the British Empire, out of which the Commonwealth developed.

Due to their shared constitutional histories, most countries in the Commonwealth have similar legal and political systems. The Commonwealth requires its members to be functioning democracies that respect human rights and the rule of law. Half of Commonwealth countries have the Westminster system of parliamentary democracy. The Commonwealth Parliamentary Association facilitates cooperation between legislatures across the Commonwealth, and the Commonwealth Local Government Forum promotes good governance amongst local government officials.

Most Commonwealth members use common law, modelled on English law. The Judicial Committee of the Privy Council is the supreme court of 14 Commonwealth members.

For centuries people from overseas have settled in Britain, to escape political or religious persecution or in search of better economic opportunities.

The Irish have long formed a large section of the population. Jewish refugees who came to Britain towards the end of the nineteenth century and in the 1930s were followed by other European refugees after 1945. Substantial immigration from the Caribbean and the South Asia subcontinent dates principally from the 1950s and 1960s. There are also groups from the United States and Canada, as well as Australians, Chinese, Greek and Turkish Cypriots, Italians and Spaniards. More recently people from Latin America, Indo-China and Sri Lanka have sought refuge in Britain.

English is a West Germanic language that was first spoken in early medieval England and is now the most widely used language in the world. It is spoken as a first language by the majority populations of several sovereign states, including the United Kingdom, the United StatesCanadaAustraliaIrelandNew Zealand and a number of Caribbean nations. It is the third-most-common native language in the world, after Mandarin Chinese and Spanish. It is widely learned as a second language and is an official language of the European Union, many Commonwealth countries and the United Nations, as well as in many world organisations.

One of the consequences of the French influence is that the vocabulary of English is, to a certain extent, divided between those words that are Germanic (mostly West Germanic, with a smaller influence from the North Germanic branch) and those that are "Latinate" (derived directly from Latin, or through Norman French or other Romance languages). The situation is further compounded, as French, particularly Old French and Anglo-French, were also contributors in English of significant numbers of Germanic words, mostly from the Frankish element in French (see List of English Latinates of Germanic origin).

  1.  Ancient Universities

Ancient universities in the United Kingdom and Ireland were founded during the Middle Ages and the Renaissance. Since no universities were founded in the United Kingdom and Ireland between the 16th and 19th century, the term "ancient university" generally refers to institutions of higher education that were established before the 19th century.

  1.  Red Brick Universities

Red Brick Universities - named after the buildings they were housed in which were usually built with red brick - were founded in the industrial parts of the cities during the Victorian era (1837-1901) and before the Second World War. They are sometimes also called "civic universities", a movement that started in 1851 with Owens College, which later became the Victoria University of Manchester and today is called University of Manchester.

  1.  New Universities

Two types of universities are subsumed under the term "New Universities". First of all the academic institutions founded in the 1960s after the Robins Report. Besides recommending immediate expansion of universities, the Report also suggested elevating Colleges of Advanced Technology to university status.
